Tanah Merah Country Club and Singapore Police Force Conduct Joint Emergency Preparedness Exercise

Tanah Merah Country Club (TMCC), in collaboration with the Singapore Police Force’s (SPF) Bedok Police Division – Changi Neighbourhood Police Centre (NPC), successfully conducted a joint emergency preparedness exercise on 29 July 2025 at its Garden Course.

As part of TMCC’s proactive initiative to fortify crisis response capabilities and elevate community resilience, the exercise simulated a high-alert bomb threat scenario triggered by the discovery of an unattended bag at the Sports Complex’s Poolside Cafe. This collaborative effort underscored the commitment of both TMCC and SPF to ensuring a swift, coordinated, and effective response in the face of potential security threats.  

Leading up to the joint exercise, SPF conducted table-top discussion with the TMCC Security Team to refresh SGSecure knowledge and improvised first aid skills, ensuring readiness for emergency response.

This inter-agency exercise validated coordination between TMCC and SPF, strengthening emergency response capabilities and promoting vigilance. It tested TMCC’s Business Continuity Plan (BCP) and Crisis Management Plan (CMP), while identifying areas for improvement and reinforcing standard operating procedures among stakeholders.

Key Objectives of the Exercise Included:

  • Identifying gaps and weaknesses in emergency responses
  • Enhancing coordination across TMCC departments and external agencies
  • Improving decision-making in complex situations
  • Educating staff on emergency protocols and the importance of preparedness
  • Evaluating TMCC’s readiness and response to a bomb threat
  • Ensuring BCP objectives are met

Following the drill, an After-Action Review was conducted to assess the exercise, identify operational gaps, and recommend improvements to enhance readiness for real-world emergency situations.

The exercise was overseen by Commanding Officer of Changi NPC, Superintendent of Police Gideon Manaseh, General Manager Mr. Elliott Gray, and staff members of the TMCC Crisis Management Team were present to oversee the proceedings.

Superintendent of Police Gideon Manaseh commended the joint effort, stating: “The exercise with Tanah Merah Country Club exemplifies the spirit of emergency preparedness, an initiative by the SPF to enhance the safety and security of the business community. Through the exercise, stakeholders were able to validate their contingency protocols. It also allowed SPF to develop terrain familiarity and strengthen coordination with our stakeholders. I am happy to see our stakeholders taking the initiative to equip their staff with the relevant knowledge so that they are able to respond effectively in times of emergency.”

Elliott Gray, General Manager of TMCC and Head of the Crisis Management Team, said: “Safety and preparedness are core priorities at Tanah Merah Country Club. This exercise not only strengthens our internal response protocols but also reinforces the importance of working closely with the authorities to ensure the wellbeing of our members, guests, and staff. It is through such joint initiatives that we build a stronger, more resilient community ready to face any crisis together.

Tips for Members and Employees in the Event of a Bomb Threat:

TMCC Members and employees alike are encouraged to stay vigilant and play an active role in safeguarding our Club. If you encounter a suspicious item, remember the “RECOGNISEREPORTREACT” steps:

  1. Recognise potential threats such as unattended bags or unusual objects.
  2. Report immediately to the TMCC Security Team at 6592 0348 for the Garden Course or 6513 7807 for the Tampines Course, or call 999 in an emergency. Provide key details such as the location, a description of the item, and any observed activity.
  3. React by moving to a safe distance and following instructions from TMCC Security Team and authorities on-site. Avoid touching or moving suspicious items, and do not spread or speculate unverified information that may cause unnecessary alarm. 

TMCC remains committed to ensuring the safety of its members, staff, and guests. The Club firmly believes that strong community networks enhance vigilance and resilience, empowering communities to respond effectively to crises. Robust contingency planning is crucial in the effort to deter, detect, delay, deny, and deal with potential threats.
