Golf has always been a sport that rewards patience, preparation, and steady progress. Careers are not so different. At Tanah Merah Country Club (TMCC), that philosophy now carries national recognition.
Tanah Merah Country Club stands among Singapore’s Top 300 Employers in the 2025 Singapore Opportunity Index (SOI). The Club is also recognised as a Career Launcher, placing TMCC among a select group of organisations shaping how opportunity is built and sustained across Singapore’s workforce. Notably, TMCC is the first golf and country club in Singapore to receive this recognition. This milestone reflects the Club’s ongoing commitment to creating meaningful career pathways, fostering inclusive growth, and investing in its people’s potential.
Introduced by the Ministry of Manpower (MOM), the Index was officially launched by Minister for Manpower Dr Tan See Leng at the Singapore Opportunity Index Launch and Recognition Event on 21 January 2026 at Orchard Hotel. The SOI is a national benchmark that identifies employers which actively support career growth. It highlights how organisations shape opportunities on a daily basis through deliberate human capital choices, ranging from recruitment and hiring practices to job design, skills development, and career progression pathways.
Unlike traditional rankings that rely on perception or surveys, the SOI measures what actually happens to workers. Using verified government data, it assesses outcomes such as pay progression, promotion, gender parity, retention, and hiring metrics. The inaugural index evaluated about 1,500 companies with at least 100 Singapore citizens and permanent residents among their workforce, covering close to one million residents. Employers featured in the SOI represent the top 20 per cent of the largest organisations in Singapore, underscoring the rigour and significance of the recognition.
The SOI is the first index of its kind in Singapore. It offers a clear view of how economic mobility is forged in the workplace and recognises employers that translate intention into measurable results. Based on performance across five workforce outcomes, organisations are classified into three models that reflect how opportunities are created:
- Career Launchers
Employers that provide strong entry and early-career opportunities, helping individuals gain a solid start, build skills, and develop momentum for future progression. - Career Builders
Employers that support sustained career growth through structured development, wage progression, and advancement opportunities over time. - Career Anchors
Employers that offer long-term stability, advanced roles, and strong career outcomes for experienced employees, including leadership and specialist pathways.

The SOI is a joint initiative by the MOM, the Singapore University of Social Sciences, and the Burning Glass Institute. It is also a key recommendation of the Tripartite Workgroup on Human Capital Capability Development, established to strengthen workforce capabilities and support sustainable business growth amid manpower constraints.
As Singapore builds toward a skills-first future, the spotlight on opportunity has never been sharper. The 2025 SOI highlights how industries, including golf and clubs, are creating real upward pathways for their people.
